Chapman was educated at Manchester Grammar School and Aberdeen University. He was medical officer for the Hulme branch of the Manchester and Salford Provident Dispensary. He was elected to the City Council in 1901 and became an alderman in 1915. His medical knowledge made him a valued member of the Public Health Committee. Chapman was also chairman of the local branch of the British Medical Association for many years.
