Garrett was born in Stockport on 28 February 1927. He was educated at Manchester Grammar School and the University of Manchester and held house positions at MRI and Altrincham General Hospital. In 1951 Garrett began his career in pathology at Bolton and then served in the RAMC as a junior specialist in pathology in Nigeria. When he returned in 1955 he was appointed registrar in pathology at Royal Lancaster Infirmary before being appointed senior registrar in pathology at MRI in 1956. Garrett was appointed consultant to Oldham District General Hospital in 1960 and in 1969 became part time consultant pathologist to the Home Office. Garrett was a member of Manchester Medical Society , president of Manchester Medico-Legal Society, and a member of the Association of Clinical Pathologists.
