Goddard was born on 15 May 1913. He received his medical education at London University and held junior positions at St Thomas's Hospital and Hammersmith Hospital before being appointed medical registrar at Brompton Hospital in 1945. In 1952 Goddard was appointed consultant chest physician at St Wulstan's Hospital, Malvern, later holding the same position at Brompton Hospital. Goddard was appointed consultant physician to the Preston and Chorley Group of Hospitals in 1964. He was a member of Manchester Medical Society and the Royal Society of Medicine among others.
