Buckley was educated at Manchester Royal School of Medicine and Owens College, taking the MRCS and LSA in 188. He was later honorary surgeon at the Manchester Clinical hospital. He held office in Manchester Clinical Society, Manchester Pathological Society and was a vice-president of the Manchester Medical Society . He was the father of John Philip Buckley.
