Flacks was born in Salford on 16 September 1912 and studied medicine at the University of Manchester. After qualifying, Flack held appointments as house surgeon at St Mary's Hospital Manchester and resident medical officer at Leicester City General Hospital. He later became a general practitioner in Davyhulme, Manchester and was attached to the University of Manchester as a trainer in general practice. Flacks was also on the Medical Board of the Ministry of Social Security and was a civil service medical officer for Urmston from 1973. Flacks was a member of Manchester Medical Society . He died on 3 February 2001.
