In this manuscript letter Travis writes dismissively of the Congress which Owen has arranged to be held at St Martins Hall, [London]. Travis doubts the legitimacy of even calling the gathering a "Congress" and wonders where the delegates will come from to put forward Owen's resolutions. Travis states he could not put forward resolutions which he did not expect to work, but is sure Owen will be guided by his own views on the matter.
