Scope and Content

This manuscript letter opens with discussion regarding postage of items. Travis thinks it is possible that a proposal to allow pamphlets to be sent under the ordinary penny postage stamp could be agreed to. However, this is not the case with the "other stamp" as that is one used for things printed on just one sheet and would not be necessary at any rate for the few Owen would want to have stamped.
