Lord Lansdowne writes advising SCC to "see Vic. 30. case [?] III" (the Act of Union for Canada) "sec. 51". He also writes that after each census "the Representation of the Provinces is to be readjusted". He further writes that they used to call Quebec the "Pivot Province". He then likens Canada to Britain writing "if we could make England our "pivot" and give Scotland, Wales and Ireland a proportionate number of memmbers, the result would be amazing".
