SCC writes to Gladstone regarding an Imperial contribution to the Afghan War expenditure. He writes that the amount that Gladstone is recommending is too low and must include the cost of the railway. He writes further that the payment would be preferable in two installments and the dates of payment make no difference as long as payment is made before 30 November.
