Scope and Content

Harcourt writes to SCC regarding the Admiralty Circular of 1871 which discusses the matter of fugitive slaves onboard Navy ships. He writes that there should be no doubt that the country does not support slavery in any form. CS8/650 is an enclosure to this letter. Sent from: London, date stamped, 2 Feb.
