Northbrook writes to SCC regarding Kandahar in Afghanistan. He writes that it would not be wise to annex Kandahar as it could cause issues if they were beaten in battle and had to retreat to the [North West] frontier. He reports that annexing Kandahar could weaken their position against a possible invasion from Russia via Afghanistan. Sent from: Dorking, date stamped, 3 Oct.
