Gladstone writes to SCC regarding the proposed expedition to Khartoum to relieve General Charles Gordon. He writes to praise General Frederick Stephenson's report which is against a route upriver. He reports that Granville Leveson-Gower, 2nd Earl Granville has informed him that SCC intends to set up a Committee but Gladstone asks that the War Office gets to work on the matter first and states precedence from operations in China (1860) and the [Ashanti] War (1866).
