Lord Clarendon writes to SCC regarding criticism in the Times. He writes that the criticism is to deflect away from the current government. He writes that Edward Seymour, 12th Duke of Somerset will have an answer regarding the criticism that there are not enough ships in the Navy for ordinary duties. He reports that he was asked about the matter at a dinner and believes revealing the "maligned intent" of the criticism will set the public right on the subject.
