Monks was educated at Owens College Manchester and Edinburgh, and qualified with the Scottish double diploma. He was a consultant and chairman of the board of management at Wigan Infirmary. He was also chairman of the Wigan division of the BMA from 1922-1929. He was also a Conservative councillor for the town.
