McClure was born in Worle, Somerset, the son of Thomas McClure (FRCSI). He was educated at University College London and at the London Hospital. McClure was house physician at Chesterfield and North Derbyshire Hospital before being appointed school medical officer, and in 1911 assistant medical officer of health, for Devonport. Shortly afterwards, McClure came to Manchester as medical officer of health for Withington Urban District Council. When Withington was incorporated into the City of Manchester McClure was appointed senior assistant and deputy medical officer of health for Manchester. He served for nearly thirty six years before retiring in 1946 when he reached the age limit, and had been in charge of the infectious diseases section of the department. McClure was a member of the Royal Sanitary Institution, a fellow of the Royal Institute for Public Health and the Society of Medical Officers of Health. He was also a member of MMS. McClure died on 13 August 1954, aged 73.
