Orr graduated in medicine from Edinburgh University in 1902 and did postgraduate work at Heidelberg and Vienna. His area of specialism was mental diseases, and in 1898 he was appointed assistant medical officer at Prestwich Hospital, Manchester. He eventually rose to become medical superintendent at this Hospital. He published widely on neuropathology, including the effect of toxins on the nervous system and infections of the lymph stream. He was forced to retire due to ill-health in 1925.
