Marshall was born in Bolton in 1906 and went to Bolton Grammar School; his mother was a magistrate and chairman of the Bolton Board of Guardians which was responsible for the building of Townleys Hospital. He studied medicine at the University of Manchester where he was demonstrator in anatomy. Despite his distinguished academic career, Marshall decided to work in public health. He was assistant medical officer of health for Manchester, medical superintendent of Monsall Fever Hospital Manchester, and senior medical officer to the Ministry of Health. Marshall was also part time lecturer in preventive medicine at the University of Manchester. In 1947, Marshall was appointed senior administrative medical officer of the Manchester Regional Hospital Board, being the first of this position to be appointed. Through this work, Marshall ensured the benefits of high standards of medical practice throughout the region. In 1966 he was awarded an honorary degree by the University of Manchester for public services, and in 1969 he was appointed a Queen's physician. Marshall retired sometime in the 1970s. He was a member of MMS.
