Lord Salisbury writes that he understands SCC is going to be meeting with his "followers" to discuss the two Bills before Parliament [the Employers' Liability and Parish Councils Bills]. He further writes of how he believes things to stand and that "we are all for standing by [Dudley's?] amendment". He further writes concerning the Parish Council Bill, stating that the "feeling about the allotment case is very strong". He also writes to "put it concisely" the Cobb clause and the amendment in respect to allotments are "the real matters upon which we should be disposed to go so far as to upset the bill".
