Gladstone writes stating his shock as to the attack on Panjdeh and the slaughter of Afghans. He writes asking whether SCC thinks Wolseley should be brought home from Cairo. He further writes [after a conversation with Granville] as to the possibility of sending some secret agent into the Black Sea to obtain confidential reports as to the differences of forces for the most important points such as Batumi, Keruch, Sevastopol and Odessa.
