Scope and Content

Argyll writes to Gladstone regarding Ireland and the Land Bill. He writes that he disagrees that rents should be open to revision by the state and that the proposed bill will raise tenants hope that their rents will be changed. He writes that there could be a change of proprietary rights from one class to another. He writes a list of the parts of the Bill he supports and the parts that he wishes to alter.
