Halifax writes to SCC to decline to be a member of the Royal Commission on Recruiting as he writes he does not know enough about military matters. There is an endorsement written in red ink on the letter which reads at the top "The Visct. Halifac 10/5/66" and at the bottom "Declining to be a member of the Commission on Recruiting".
