Scope and Content

SCC writes regarding regarding the proposed expedition to Khartoum to relieve General Charles Gordon. He writes that General Frederick Stephenson needs reinforcements at once. He reports that a decision needs to be reached on the matter regarding Gordon; either they hold on to the Upper Nile and abandon the relief of Gordon, begin a relief expedition either by Suakin and Berber or via the Nile.
