Mr Balfour writes that he was not surprised to receive letters from SCC, Ritchie, G. Wyndham, the Duke of Burleigh and George Hamilton expressing concerns surrounding Mr Chamberlain's proposed Tariff Reform Campaign. He further writes that although he is probably more in sympathy with Chamberlain than Ritchie or SCC, he does not see the matter as a "fait accomplis". He also writes giving his views on the proposal, the possible break up of the Cabinet and the effect this would have on the Irish Land Bill.
