Wolseley writes to SCC regarding the proposed expedition to Khartoum to relieve General Charles Gordon. He writes that he is proposing an offer to the Mudir of Dongal that should be made Governor of Dongola, Berber and Khartoum under the sovereignty of Egypt and receive a salary of £100,000 per year for the first five years from Egypt with half a year's salary given as an advance.
