Scope and Content

Sir Henry writes concerning the Queen consulting him as to her constitutional rights in the matter of Dissolution of Parliament, He suggests to SCC that a cipher be used when writing to avoid "referring to names that had better not be mentioned". He finally writes down individuals ciphers to be used for the Queen, Rosebery, Salisbury, Ponsonby, Dissolution and Windsor. Sent from: [London].
