SCC writes to Gladstone regarding the Franchise Bill. He reports that he has been discussing the matter with Granville Leveson-Gower, 2nd Earl Granville and does not believe that delaying the operation of the Bill until 1 January 1886 is neccessary as they should just negotiate a better Redistribution Bill with the opposition. He reports that the opposition leader, Robert Gascoyne-Cecil, 3rd Marquess of Salisbury, is unlikely to agree to the present Redistribution Bill but they can use Sir Charles Dilke, 2nd Baronet's plan.
