Michael Winstanley studied at the University of Manchester and qualified in 1944. He worked in general practice, and became a broadcaster and writer on medical topics. In 1966 he was elected Liberal MP for Cheadle and held the seat until 1970. In 1974, he was again briefly Liberal MP for the Hazel Grove constituency. Winstanley was made a life peer in 1976 and held a number of public appointments including chairman of the Countryside Commission from 1978-80.
