Taylor was born in Salford in 1857 and was educated at Manchester Grammar School and St John's College Cambridge. After six years as a classical master, he decided to study medicine at Owens College, where he gained a number of prizes and medals. Taylor practised first in Eccles and then in Salford. He was honorary physician to Pendleton Branch of Salford Royal Hospital. After the War, Taylor was appointed to the Ministry of Pensions and then did a large amount of work for the Ministry of Health. Taylor took active part in medical politics, and was very involved with the BMA. From 1909 to 1912 he was on the council of the BMA. In 1912 he wrote a book on National Insurance, analysing the difficulties of the Act. Taylor was also a keen mountaineer. Taylor died on 11 October 1932, aged 75.
