LETTER: R. Williams Bulkeley, Baron Hill to James. He outlines the comments made by Captain Washington re. Penmon lifeboat and following this he cannot and will not allow the crew to enter her. If the Shipwreck Mariners Society send a proper boat she will be well looked after, but he is not a subscriber to that institution. He thinks that the merchants who profit from ships should contribute towards protecting those that work them.
