In Britain there was a fear that if insufficient babies were born then it would be impossible to protect the country against Germany which was "straining every nerve to restore her broken fortunes by battalions of babies" and there was some disquiet about the shortfall of babies in Scotland. There is some reference to the proposed conversion of the Department of Health into the Ministry of Health.
