Confidential. Persia: Sir Edward Grey's statement. Reuter's published telegram on England France and Germany is misleading; their chief journalist, Watson, is not au fait with French opinion. He refers to other French papers. He talks of attitudes to a possible Anglo-German rapprochement. He adds a postscript about changes to be made in the Persian Cabinet, which cannot be published as yet; news from Tehran is good, but Russia is attempting to stop the election and is supporting Saad-ed-Dowleh. The Persian government is trying to recall Mofakhamed-Dowleh from St. Petersburg.
