The Prussian Secretary of State has proposed working out a compromise over the German number with Voigt; he refuses to see Fromm or Sternfeld. He is not a businessman, but can act on their behalf, if they so wish; he will study the relevant correspondence, but will not commit himself to anything until he has their authorisation.
