He has just returned from Cologne, where he discussed various points regarding the change-over with Voigt, particularly the respective information sources in Berlin and Paris. Voigt does not find the Polish papers very useful. He could look through the Russian papers, if he wishes. Webb covered for five days; he talks of the payment due and gives Webb's address.

The Congress of the Radical Party begins on 3 November at Toulouse; he thinks that it is important to be there, especially as the Radical Party is in power. Herriot and other leading radicals will be making important speeches about foreign affairs. He will forward the Zamyatin interview soon.
