The League's existence is threatened; he refers to the Council meeting of last Friday; the co-operation of the Japanese in the League is dubious. He considers the League to be doomed unless its limitations are faced; he elaborates. In his report on Friday's meeting he omitted to mention its deeper implications. He encloses an article which encompasses things that ought to be said. If Japan leaves, China's membership is meaningless, and the League is basically European; if Germany leaves, the League will no longer exist.
