Explains that he made the enquiry because he oftens sends in memoranda to members of the War Cabinet when 'useful ideas come to me'. He wondered if the mosquito could be used to spread disease in central America, by distributing them by parachute (and wondered how they would be kept alive during a flight): 'it might be a terrible scourge in the USA and is I think one of the gravest dangers they may have to face'.
