Memorandum. (1) Regarding recent reports about Austria, and the Nazi's use of whispering propaganda; (2) regarding the perpetual rumours of conscription and Hapsburg restoration. Von Papen has now a control in apparently government supporting papers such as the Reichspost and the Linzer Volksblatt, and he uses the conscription scare to frighten Yugoslavia; the Hapsburg rumour is also intended mainly to frighten Yugoslavia, although it also worries the Nazis in Germany; (3) the putsch; (4) rumours from Wiesner regarding the imminence of a Nazi putsch; rumours from Italy and the right in France about the dangerousness of the Austrian situation; (5) the Phoenix scandal.

Despite all the rumours, he says that the danger from Germany cannot be dismissed. The situation in Austria is bad, but does not give rise to immediate anxieties. He outlines the political struggles in Germany and Austria, and comments how developments in international politics might affect affairs.
