Handwritten; marked confidential. Regarding the Anglo-German naval agreement, the Germans gave an assurance that they would not build two cruisers with guns as planned. Today they declared that German security made them necessary. The German Embassy now says that it was a misunderstanding; they did not really mean to build cruisers after all.
