Keyes Papers. Vol. lxxx. The North Sea Incident; 1904-1905, n.d. Partly French. Partly printed. In October 1904, after war had broken out between Russia and Japan, the Russian Baltic Fleet mistook a group of Hull trawlers for Japanese torpedo boats and opened fire. One trawler was sunk and three fishermen died. An International Court of Inquiry was held in Paris at which Keyes, at this time working in the Naval Intelligence Division, gave evidence. Contains reports, maps, and cuttings about the incident and the commission of inquiry.
