In this manuscript letter Welch tries to make arrangements for the unions of Manchester, Liverpool and Birmingham to meet. As Mr [Joseph] Hansom cannot make it to Manchester, Welch wonders cannot delegates from Liverpool and Manchester come to them in Birmingham as it is a time "too important to the interests of mankind" to let it pass without doing anything. Welch believes union amongst the men from the different cities too be the only obstacle in the way of the "emancipation of the productive classes"; all else is "easy, simple and practicable".
The letter closes with Welch affirming his belief they can "bring down the mighty from their seats and exalt the honourable and meek".
