Alexander Werth to W. P. Crozier.

Location: Paris.

He spoke to both the Secretary of the Kuomintang and with the Chinese Chargé D'Affaires in Paris who said that they were persistent rumours about the French loan to the Manchurian government; the latter told him in confidence that he considered them to be with some foundation. The Chinese Legation has not yet been able to discover the facts. He could write a piece on Chinese affairs in general, if they are interested. He hopes that they are satisfied with his messages; the main interest at the moment is focused on the conferences in Switzerland; all he can do is record French reaction. He refers to the attitude of the French press to the Morge meeting, and the story of Gibson's 'hint'; he thinks that they hoped to put Hoover off.
