According to the Telegraph, the Scandinavians are considering organising a convoy for ships sailing from the Mediterranean to northern ports, having had experience of being stopped by Spanish rebels. He thinks that this would be the basis of good 'special', and gives details of three specific points, which he would like him to cover. He is appalled that Franco is stopping other countries' vessels on their way to British ports and detaining them until they have been searched. He asks why they endure it.
