Second letter on matter of a constituent's complaint about the adverse effect of the Insurance Act on Friendly Societies and the payment of insurance contributions by employers for their employees, which stresses the advantages to the worker of contributing to the Act and answers the complaint that payments by employers are equivalent to an income tax
