Administrative / Biographical History

Local boards of health were established following the Public Health Act 1848 and the Local Government Act 1858, in populous areas not covered by a town vestry or council, or by Improvement Commissioners. They were responsible for most aspects of public health, including street cleaning, sewerage, water supply and highways. Under the Public Health Act 1872, the local boards were incorporated into urban sanitary authorities, together with boroughs and improvement commissions, while rural sanitary authorities covered the remainder. Urban and rural district councils replaced these in 1895. In Flintshire the Mold Local Board of Health was established in 1859, and the Holywell Local Board of Health in 1862. In 1894 they were replaced by Holywell Urban District Council and Mold Urban District Council respectively.

Arranged into two groups: Group One, Holywell Local Board of Health records: board minutes, committee minutes, draft minutes, declarations, market hall, town hall, correspondence, plans, rate books, and ledgers; and Group Two, Mold Local Board of Health records: board minutes, bye-laws, and plans.
