He describes how the foreign press treat quotations or articles from the M.G. and the English press. The session of the Assembly is likely to be postponed from 5 September to 12 September; the Council will meet, as usual, a few days before, on 9 September. Winant, one of the assistant directors of the ILO will succeed Butler as Director. He comments further on this. He explains why he does not consider it to be a good appointment. He gives details of Winant's background and career. He discusses the other two assistant directors, Phelan, an Irishman, and the Frenchman, Tixier. It is not an easy subject about which to write an article, as he does not want to take sides. He suggests ascertaining the opinion of the government and the Employers' and Workers' representatives. He comments on the difficulty of running an international organisation, and about Avenol and Drummond.
