The project was a joint venture between the British Trust of Conservation Volunteers, the Countryside Commission and Cheshire County Council, with the aim of improving the landscape within the county of Cheshire (in areas of Special County Value). Lovell gave a speech at the project's official launch at the Observatory in September 1988.
