This report, in response to public criticism at the unauthorised retention of children's tissue and organs at certain hospitals, consisted of a census of organs, body parts and tissues held by all NHS pathology services reflecting the position at the end of 1999. Sir Liam wrote to the Chief Executives of all NHS hospitals asking questions regarding the number of organs, body parts, still-births or foetuses being held; where the retention took place; the policies and procedures that exist on family consent; and the policies and protocols for their disposal after post-mortem.
