He gives a summary of the main points he will make in his memoranda to follow; of Germany's attempts to drive Mussolini into a Mediterranean war in order to open up the east for them; Roosevelt has scared the Germans; although slowing down on Italy, they are still watching for an opportunity somewhere. The colonial issue is important, particularly as a distraction. Germany's eastern ambitions are currently Danzig and the corridor, the Ukraine, Rumania, Hungary and Turkey. He refers to the arrest of the Hungarian Nazis, and to the German press being ordered to go easy on Rumania. He is sending two memoranda about the Balkan Conference.
