He does not think they can count on Whitaker [to cover Rome for them]. Whitaker is worried that if it is discovered that he is writing for the M.G. he might get into trouble with the Italian authorities, in which the Herald Tribune would be involved.

The Zionist Congress which meets every two years will take place in Lucerne on 20 August. He says that important questions will be discussed, and thinks it would be useful to go.

He is concerned about Arthur Henderson's illness.
