Carr will take over there on December 24th. He met with Max Braun, the Socialist Leader from the Saar. Braun believes that if the Saar is handed over to Germany (with or without a plebiscite) there would be 'an unprecedented wave of Nazi terror in the Saar' and at least 30,000-40,000 people would leave as refugees. The people there are already being terrorised and fear would make them vote for Hitler in a plebiscite. The plebiscite should therefore be postponed. He expands on Braun's views. He (Werth) can give him (Crozier) a summary of the matter which sheds new light on the problem of the Saar.
