During his period as expert advisor Hilliard was assigned a short-term role as WHO consultant in Ceylon in 1955-1956. As part of this task he was responsible for evaluating the existing problems and facilities concerning mental deficiency in the country, advising the government on such issues and creating a report of the assignment. The folder contains correspondence relating to his visit, newspaper cuttings, articles, notes and a questionnaire designed as part of Hilliard's research. Hilliard also visited institutions in India following his Ceylon visit and there are correspondence and notes referring to planned visits to mental health institutions in Delhi and Bangalore in January 1956. A copy of Hilliard's final report titled 'Report on Mental Deficiency Services in Ceylon, WHO Project: Ceylon 37' is also present.
